With the subject to the establishment and operation of universal service fund almost 100% of the Ukrainians in 2020 will have a broadband Internet access. Such forecast was made public in NKRSI presentation.
Also, it is projected that 50% of people will be able to buy over the Internet, and 50% will have access to e-governmental services.
A Universal Service Fund creation, which would be filled by the allowances to communication services has been provided in the relevant legislation. As explained in the Commission, the fund should make up for the cost of building networks, including broadband (at speeds up to 2 Mbit / s). Since the same law is proposed to add to the list of public broadband services. Now they include, for example, local telephony, payphones, emergency services, etc.
It is suggested that the fund should be formed by a target price premiums of mobile and fixed-line and Internet services by 3.5%. At the same time, it is proposed for mobile communication to reduce PF tax, currently at 7.5% to 4%, so that the total amount of fees from services remain unchanged. In the case of the adoption of the law the amount of the fund in 2013 is predicted to be more than a billion USD.
Recalling that in the first quarter of 2012, the leader in the number of connected Internet subscribers is the company "Ukrtelecom". In total, Ukraine has approximately 6.3 million subscribers of fixed broadband access (BBA), of which 5.53 million belong to home users.
