On March 13 the Verkhovna Rada has passed a new wording of the Customs Code of Ukraine in the second reading. 264 public deputies voted “yes”. In this Law has been taken into consideration all amendments previously made by the President Viktor Yanukovich fully or partially on January 11.
Among all new law innovations the most important is the Article 234 for distance selling according to which all goods transferred (sent) are not due to taxing if their invoice value is not more than equivalent of 300 Euro which is 100 Euro more than it was previously allowed. Mostly this new Code is alike its European analogs, because during its creation the perspective for attracting foreign capital and liberalization of customs control was being taken into consideration.
The consignation service has been available in the Ukrainian market for more than 7 years/ The main suppliers of these services are the National Post Operator «Ukrpochta» and the private Post Operator “Rosan” Company.
«When the new Customs Code of Ukraine comes into force, the terms of the goods to cross the border will considerably decrease, and it means that delivery terms of goods to end consumers will decrease too. In its turn a new customs rate of 300 Euro will allow importing a more diversified range of goods. We, in our company, are expecting the growth of clients in the consignation market due to improvement of business atmosphere in the country a growing interest to Ukraine» says Igor Zubov, Head of Mail Order Department, Rosan Company.
Let’s remind that this draft law can be effective only in a month after its signing by the President. But the experts are sure that the President has no reasons to veto this Law for the second time as all previous amendments of his authorship has been made. It is expected that the Law will be signed in the nearest future.
